WASHINGTON, March 24 (Xinhua) -- U.S. Secretary of State John Kerry on Tuesday urged Congress to grant the Barack Obama administration the Trade Promotion Authority (TPA) so as to finalize ongoing free trade talks in a more efficient manner.
